To ask the Secretary of State for Transport why, as of mid-October, he had sent no reply to the Fornham St. Martin cum St. Genevieve parish council's letter of 31 August regarding the disagreement between Suffolk county highways department and his Department about the proposed bypass of this village; when he expects this new road will be built; if it is his intention that it should continue as a trunk road; and whether private enterprise can play any part in financing its construction.

The parish council's letter of 31 August was received by the Department's eastern regional office on 15 September. A reply was sent on 7 October.

A bypass scheme for Fornham St. Martin, on the A134 principal road, is the responsibility of Suffolk county council as highways authority. It has programmed the scheme for a planned start of construction in 1990–91.

In December 1987 proposals were published for trunking the A134 from Bury St. Edmunds northwards. We are considering with the county council how best to provide a bypass for Fornham St. Martin and trunk the A134. We understand it is the county council's intention to apply for 100 per cent, grant aid for the bypass scheme. An offer of private funding would be given serious consideration.
