§ Mr. GristIt is necessary for all health and social services authorities to take into account the needs of carers in providing suitable care for their patients and clients. We have made this clear in our published strategies and initiatives for those with mental handicaps, the elderly and our proposals in respect of the development of mental illness services. Income support for carers is available in certain circumstances unde;r arrangements which are the responsibility of my right hon. Friend the Secretary of State for Social Services.

§ Mr. GristInformation is not available on the form requested. There can be no doubt, however, that without the care and support which families and friends often provide, many more people would require additional support from caring agencies. We would not accept, however, that this would necessarily lead to admission to long-term hospital or institutional care. Our policies and programmes are designed to ensure that care is provided in people's own homes and communities rather than in institutions, wherever possible.
