§ Mrs. ChalkerMy right hon. and learned Friend has made clear, both to the Spanish authorities and to the Chief Minister, that we believe that the agreement is very much in Gibraltar's interest; that we hope that the Gibraltar House of Assembly will take steps to implement it; but that we will not attempt to impose it on the people of Gibraltar.
