asked Her Majesty's Government:

What advice they have for those who will be liable to pay the community charge as to how they can distinguish between county spending, district spending or cuts in business rates or government grant, in order to ensure accountability.

We intend to prescribe that the bill and accompanying information sent to each chargepayer will set out clearly the element of the charge which is attributable to spending by each authority, and the amount which would be necessary if that authority were spending at need. The bill and accompanying information will also show the contribution made by business rates and government grants.
