asked Her Majesty's Government:

Whether progress has been made on the consultations on reforming the Registration Service announced by the Government on 3rd December 1987.

Those consultations have been completed and we now have the report of a working group set up by the Office of Population Censuses and Surveys and the local authority associations, which has also taken the views of the staff associations and other interested parties and which has produced detailed recommendations for the modernisation of the service. Ministers accept the working group's views as the basis for wider public consultation, and a consultative document based on them will be issued shortly.
