§ Mr. MoynihanThis issue is discussed in the report of my working party on the national membership scheme, published on 9 November. I have sent a copy of the report to my hon. Friend. The report recommends that supporters of non-league clubs should not be required to produce membership cards for FA cup matches involving league teams. This is a matter that we will be considering further when our legislative proposals are published.
