To ask the Secretary of State for Transport what consideration he has given on the economy of Cardiff and south Glamorgan in determining his policy in regard to(a) tolls and (b) the need for a second crossing.

My right hon. Friend takes account of the effect of tolls at the Severn bridge on the economy south Wales before he proposes increases. The decision to construct any trunk road takes into account the benefits to users and therefore the importance to the local economy.
