Mr. JacksonThe White Paper, "Top-up Loans for Students" (Cm. 520) proposes that repayments should be responsive to income, and sets out various possible repayment regimes. The threshold at which repayments begin will depend on the repayment regime that is adopted in the light of further consultation and on the prevailing level of earnings at the time.
