§ Mr. AtkinsThe Government are, as my hon. Friend will be aware, fully committed to completion of the single market by 1992. Two important proposals in the 1992 programme, the draft second banking directive and the proposed draft investment services directive, are designed to enable financial institutions from all member states to compete on level playing fields throughout the Community on the basis of a single authorisation.
