§ Mr. RedmondTo ask the Secretary of State for Energy (1) whether Her Majesty's Government will be carrying out opinion No. 138 (1988) based on the text adopted by 427W the Standing Committee of the Parliamentary Assembly of the Council of Europe on 30 June, which sets out the Parliamentary Assembly's views on resolutions adopted by the Standing Conference of Local and Regional Authorities of Europe in October 1987, and March 1988, in respect of the resolution on the European Charter of Local Self-Government and the European Communities;
(2) whether Her Majesty's Government will be carrying out opinion No. 138 (1988) based on the text adopted by the Standing Committee of the Parliamentary Assembly of the Council of Europe on 30 June which sets out the Parliamentary Assembly's views on resolutions adopted by the Standing Conference of Local and Regional Authorities of Europe in October 1987 and March 1988 in respect of the resolution on the structures, management and finance of rural authorities.

Opinion No. 138 (1988) expressed the views of the Parliamentary Assembly of the Council of Europe on a number of resolutions adopted by the Standing Conference of Local and Regional Authorities of Europe. It is addressed to institutions of the Council of Europe and does not call for direct action by Her Majesty's Government.
