§ Mr. JanmanTo ask the Secretary of State for the Environment what proposals he has for applying the competition legislation to the functions to be transferred from the inner London education authority to the inner London boroughs and the City of London.
§ Mrs. Virginia BottomleyThe Department is today issuing a consultation paper which sets out proposals for the introduction of the competition provisions of the Local Government, Planning and Land Act 1980 and the Local Government Act 1988 in respect of these functions. A copy of the paper has been placed in the Library.
The paper proposes a phased implementation programme for the introduction of competition under the 1988 Act with the first round of contracts to be let by 1 August 1991. Competition under the 1980 Act would apply from 1 April 1990. Comments on the proposals are to be sent to the Department by 31 January 1989.
