To ask the Secretary of State for Social Security when he intends making a statement on his policy on the social security implications of community care.

Mr. Scott

The social security implications of community care policies are being taken into account as part of the Government's consideration of the recommendations in Sir Roy Griffiths' review of community care.

To ask the Secretary of State for Social Security if he will ensure that, when the community care grants awarded in a month, shown in the tables placed in the Library, are deducted from the outstanding budget balances at the end of the previous month, the result is the same as the outstanding balance at the end of the month in question; and why this had not been the case to date.

The outstanding balance at the end of a particular month will frequently not be equal to the outstanding balance at the end of the preceding month after deducting the amount of awards made in the month in question. That is because the outstanding balance figure takes account not only of awards made in the month but also of awards which have been cancelled or returned and of additional amounts paid following a review. I shall ensure that this is made clear when the tables for October are placed in the Library.
