§ Lord James Douglas-HamiltonIt is for the district council to determine the priority it attaches to improving its Winget-type houses, to include this work in its capital programme according to that priority, and to determine how it uses the capital allocation made available to it. We shall consider carefully the proposals that the council includes in its programme for next year which has only recently been submitted to the Scottish Development Department.
