To ask the Secretary of State for the Environment if he will provide details of the capacity in which David Kinnersley is advising his Department in connection with water privatisation, including his terms of reference, salary and length of contract.

Mr. Kinnersley was appointed in July this year as a member of the National Rivers Authority advisory committee, which advises Ministers on the restructuring of the ten water authorities in England and Wales prior to privatisation and the creation of the National Rivers Authority under the chairmanship of my right hon. and noble Friend, Lord Crickhowell. Between September 1987 and July this year, Mr. Kinnersley acted as a part-time special consultant on a daily fee basis to my right hon. Friend the Secretary of State on the establishment of the National Rivers Authority.
