§ Mr. SpearingTo ask the Prime Minister if she will state those general principles contained in the report by Sir William Beveridge, "Social Insurance and Allied Services" (Cmd. 6404) which are the policy of Her Majesty's Government.
§ The Prime MinisterSir William Beveridge's report contained a large number of highly detailed proposals for the shape of post-war social security. Underpinning all these proposals is Beveridge's key objective, which this Government fully share, that social security should be a partnership between the individual and the state, which neither stifles personal responsibility nor discourages voluntary action.
