To ask the Secretary of State for Social Security how many people are currently being denied the disability or higher pensioner premium to income support because they do not meet the age or residence test attached to the passport benefits of attendance and mobility allowance.

[holding answer 10 November 1988]: I regret that information is not available. However it is not possible for a claimant to have been denied the disability premium or the higher pensioner premium because he does not satisfy the age test for attendance allowance; that allowance has no upper age limit. Those who fail the age test for mobility allowance may qualify for attendance allowance and receive the premiums on that ground. The number of claimants who fail to satisfy the residence test for attendance and mobility allowance is estimated to be very small.
