To ask the Secretary of State for Employment, pursuant to his answer of 18 April to the hon. Member for Ogmore,Official Report, column 310, what are the criteria for paying supplementary grants in connection with the new adult training scheme.

Supplementary grants are to assist in the provision of higher cost training, including project-based training.

Effective delivery of employment training requires negotiations on levels of supplementary grants to take account of the local client group and labour market needs. Training agency officials take into consideration these factors as well as any extra requirements and additional costs being borne by training managers. Local conditions therefore dictate the level of supplementary grant offered to training managers.
