To ask the Secretary of State for the Environment if he will list all of those organisations which replied to his consultation document on section F and L of the draft building regulations, relating to fuel conservation; and which organisations urged the adoption of a U value rating of 0.45 w/m2 or lower for exposed walls.

The organisations and individuals that have commented on the proposals for amendments to the requirements and guidance relating to part L of the Building Regulations (Conservation of Fuel and Power) up to 9 November are listed in the table. Those marked * have expressed concern about the proposal to upgrade the heat-transfer(u) value for exposed walls to 0.45 w/m2K or the possible technical risks associated with it. Those marked † are seeking an even lower heat-transfer value for exposed walls—that is, a higher insulation standard than that proposed. Others either support the figure in the consultation paper, or have not specifically commented on this aspect of the proposals.

In addition, 13 comments have been received which relate solely to the proposals on part F (ventilation).
