§ Mr. ButcherI am pleased to say that bids under the education support grant programme show that all local education authorities are working constructively to prepare schemes of local management, for submission to my right hon. Friend by 30 September 1989 for those authorities outside inner London. We are thus on target for approved schemes to start in April 1990 with full implementation from April 1993.
