§ Mr. Needham[holding answer 7 November 1988]: Many of the 26 district councils in Northern Ireland do not employ professional staff or sizeable direct labour forces; therefore capital works and building repairs are already usually contracted out. I am considering what measures may he appropriate to further promote competitive tendering for local government services in Northern Ireland.
