To ask the Secretary of State for Education and Science if he will make available sufficient capital grant to allow inner London boroughs to acquire and equip new administrative buildings for their new education functions.

To the extent that their existing accommodation or capital resources are insufficient for the proper housing of their education departments, it will be open to inner London councils to apply to my right hon. Friend for the transfer of suitable ILEA property from April 1990. The Department is arranging discussions with councils to assess their accommodation requirements and the ways in which these might be met; any request for other forms of assistance could be considered only in the light of those assessments.
