§ Mrs. Virginia BottomleyIn cases where the most efficient method of disposal for certain types of refuse is by recycling or reclamation, it is up to local authorities to allocate the appropriate resources and to work with the relevant sectors of industry to ensure suitable uses for recycled and reclaimed material. The Government believe that local authority resources are sufficient to enable them to carry out their statutory duties, inlcluding refuse disposal.
