Mr. Dobson

To ask the Secretary of State for Transport what assessment he had made as to the reasons why the level of safety inspections on the railways under the Health and Safety at Work etc. Act is lower than safety policing in other industries.

Mr. Portillo

The report on the departmental review of the railway inspectorate, in April 1987, noted some evidence to suggest that the number of inspections on the railways is low in comparison with some other industries. Such comparisons may be misleading but the report recommended a further review of the level of inspections and this is receiving careful consideration along with the other recommendations in the report.
