To ask the Secretary of State for Foreign and Commonwealth Affairs what instructions he has given to the United Kingdom representative to the Co-ordinating Committee for Multilateral Export Control in Paris regarding the application by the Federal Republic of Germany that high temperature nuclear reactor technology be given permission to be exported to the Soviet Union.

The West German authorities have yet to submit any application to COCOM for such an export of a high temperature nuclear reactor to the USSR. Were they to do so, relevant officials would examine the specifications of the equipment involved in the usual way to assess whether we considered it to be acceptable in security terms. We would then be in a position to issue instructions to the United Kingdom delegate to COCOM.
