To ask the Secretary of State for the Environment if he will review the membership criteria for land register committees, teams of three, so as to disbar nominees from chambers of commerce who may have vested interests in land disposal.

[holding answer 4 November 1988]: Teams of three consist of an official of my Department, a principal officer of the district council for the area concerned and a nominee of a chamber of commerce. Terms and conditions to prevent any abuse of a position of trust on the part of the last of these were agreed with the Association of British Chambers of Commerce. The teams now operate in a limited number of areas. Their role is to encourage public sector landowners to bring into use or dispose of unused or underused land that is entered on the land registers. Given the safeguard I have outlined, I do not consider it necessary to deprive the teams of three of the benefit of relevant experience.
