§ Mr. LuceI am pleased with progress so far. The Arts Council has received 261 applications for its scheme and has made its first award. I expect a commitment of £12.5 million over the three years 1988–89 to 1990–91. My scheme for public libraries has produced 13 awards, totalling £300,000. Incentive schemes are also under way for the museums, British Film Institute, Crafts Council and National Film and Television School.
