The following new prisons are currently under construction or at various stages of planning:

Under construction

  • Brinsford, Staffordshire
  • Bullingdon, Oxon
  • Whitemoor, Cambridgeshire
  • Woolwich, London
  • Lindholme, Yorkshire
  • Lancaster Farms, Lancashire
  • Milton Keynes, Buckinghamshire

Planning clearance obtained

  • Swaleside, Kent
  • Banstead, Surrey
  • Ashford, Kent
  • Doncaster, Yorkshire

Planning clearance being sought

  • Hewell Grange, Worcestershire
  • Tees-side, Cleveland
  • Kirkham, Lancashire
  • Rochdale, Lancashire

Financial provision has also been made for five additional training or local prisons to be opened by 1995. Some purpose-built remand centres may be provided if tenders invited from the private sector prove to be cost-effective and ensure fast delivery of places.

Refurbishment schemes are under way or planned to start before the end of 1988–89 at the following establishments:

  • Birmingham
  • Dartmoor
  • Erlestoke
  • Guys Marsh
  • Huntingdon
  • Leeds
  • Leyhill
  • Lincoln
  • Liverpool
  • Pentonville
  • Ranby
  • Stafford
  • Usk
  • Wormwood Scrubs

The expansion of the prison building programme described at the time of my right hon. Friend's Autumn Statement on the Government's expenditure plans will bring the total number of prison places provided since
