To ask the Prime Minister if she will discuss next year with the newly-elected President of the United States of America what steps can be actively taken to ensure that basic human rights are enjoyed in all countries which have direct or indirect military pacts or links with the United States of America and the United Kingdom.

Human rights questions are frequently discussed in our contacts with the United States Administration.

To ask the Prime Minister what preconditions have been established by Her Majesty's Government for their participation at any conference on human rights to be held in the Soviet Union.

We have made clear that we shall consider attending such a conference only when the Soviet Union has actually implemented its Helsinki commitments.
