To ask the Secretary of State for the Environment what steps his Department is taking to evaluate the cost-effectiveness of methods of raising local revenue proposed as alternatives to the community charge; and if he will make a statement.

The Green Paper "Paying for Local Government" (Cmnd. 9714) considered a number of possible local taxes. We have subsequently published figures showing the impact of local income tax and of rates based on the capital values of homes.

I wrote to the hon. Member for Copeland (Dr. Cunningham) on 28 October with detailed questions about the Labour party's proposals for capital value rates plus local income tax. Once we have the answers to those questions, it will be possible to carry out a proper evaluation of the impact of its proposals.
