To ask the Secretary of State for the Environment what representations he has received concerning the recommendations contained in his draft planning policy guidance note, published in June, that a five-year supply of land exists as the basis for approving local plans.

We have received many comments on the draft planning policy guidance note on local plans, and these are being considered. The draft PPG did not however suggest that the existence of a five-year supply of land should form the basis for approving local plans. Advice is given in planning policy guidance note No. 3 on the use of the five-year land requirement, derived from the development plan, as the test of the adequacy of land availability for housing.
