§ Mrs. RumboldMy right hon. Friend has made no such proposals. His proposals for reform of qualified teacher status are for existing non-standard routes, which include provision for untrained persons to be granted QTS with no post entry training obligation, to be replaced with a single licensed teacher route involving obligatory training.
