§ Mr. HowardOur present intention is that the sums available from non-domestic rates should be distributed354W by reference to the best estimate of the registrable population making allowance for exempt persons and students, who will pay only 20 per cent. of the community charge. We intend to consult the local authority associations about these proposals.
§ Mr. DoranTo ask the Secretary of State for the Environment what will be the percentage increase or decrease in rate payments which will be paid by businesses and proprietors of commercial and industrial premises as a result of the introduction of the uniform business rate, in the following constituencies(a) Amber Valley, (b) Mid-Worcestershire, (c) West Lancashire, (d) Staffordshire, Moorlands, (e) Hendon, South, (f) Darlington and (g) Fylde.
