§ Mr. DunnCapital allocations are made annually to local education authorities on the basis of plans submitted by the authority. The project at Palterton county primary school was not included in Derbyshire LEA's plans for 1988–89. Allocations in respect of prescribed expenditure are unhypothecated; it is accordingly for the authority to determine how to deploy its resources.
