To ask the Secretary of State for the Environment when he intends to introduce water regulations throughout the United Kingdom; what is the time scale for introducing such regulations; and how such regulations will be enforced.

[holding answer 23 May 1988]: My right hon. Friends the Secretary of State and the Secretary of State for Wales intend to table a number of regulations before the summer recess to do with water metering under sections of the Public Utility Transfers and Water Charges Act 1988. These regulations will apply only in England and Wales and will come into force this year.
