To ask the Secretary of State for Social Services if he will take steps to ensure that the enterprise allowance is not regarded as income in the determination of housing benefit.

Mr. Portillo

No. An enterprise allowance is a business receipt which counts as gross income of that business. The determination of a claim for housing benefit is made by reference to net business profit and any other income or capital held by the claimant. In some cases, maximum housing benefit would be payable even where an enterprise allowance was in payment.
