Mr. Ian Stewart

The exchange of visits between the chemical defence establishment at Porton Down and the Soviet chemical warfare facility at Shikhany, first proposed by the United Kingdom in 1986, will itself make a valuable contribution to confidence building. During the Soviet visit to Porton Down the talks will cover the full range of CW-related issues. We hope this will provide the opportunity for the Soviet Union to demonstrate the much greater openness about its CW capabilities necessary to build confidence in the context of the negotiations for a global CW ban.
