§ Mr. NichollsThe National Council for Vocational Qualifications was given the target date of 1991 to have the first four levels of its new system fully operational. It is making good progress, but whether it can complete this task by 1991 depends on the response of awarding bodies and employers, in particular on how quickly the leading industry bodies can set the standards on which national vocational qualifications must be based.
