To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on current relations with Albania.

We have no diplomatic relations with Albania but a British trade mission has recently visited that country and there are other unofficial contacts.

In 1980, we offered to establish diplomatic relations with Albania without preconditions. That offer remains open, but unfortunately the Albanians have not taken it up. FCO officials held talks with Albanian officials in 1985, with a view to finding mutually acceptable solutions to the outstanding problems. These talks did not lead to agreement, but we should be glad to resume discussion if this seemed likely to lead to a satisfactory outcome.
