§ Mr. ScottNo. Invalid care allowance, income support and national insurance benefits are maintenance benefits, intended to cover a person's day-to-day living expenses. To disregard invalid care allowance when assessing entitlement to income support or national insurance benefits would mean that provision was being made twice over from public funds to cover the same needs.
