To ask the Secretary of State for Transport whether he has any plans to introduce regulations to require the fitting of anti-lock braking devices to new motor vehicles.

We are preparing draft regulations based on Community directive 88/194/EEC which will require anti-lock braking systems to be fitted to the following new vehicles first registered on or after 1 October 1991:

  • Towing vehicles over 16 tonnes gross weight;
  • Trailers over 10 tonnes gross weight;
  • Coaches over 12 tonnes gross weight.

We have no plans for mandatory anti-lock braking for other categories of vehicle. We do welcome the general increase in their fitment.
