To ask the Secretary of State for Transport if he has any plans to change the regulations governing the discharge of refuse from ships near British coasts.

There are at present no regulations governing the discharge of ship-generated refuse (garbage) into the sea. However, with the coming into force of annex V of the international convention for the prevention of pollution from ships 1973, regulations are being prepared to implement its provisions so as to come into force on 31 December 1988.
