To ask the Secretary of State for Defence what consultations he has had with the work force of the royal dockyards concerning commercial management.

Throughout the planning for commercial management of the royal dockyards my Department offered the trades unions extensive consultations, which they declined, except for a brief period between November 1986 and February 1987. 1n addition, the Department issued numerous consultative documents to both the unions and members of the work forces.

Since vesting day, 6 April 1987, the responsibility for consultation has rested with the dockyard contractors.
