§ Mr. SainsburyThroughout the planning for commercial management of the royal dockyards my Department offered the trades unions extensive consultations, which they declined, except for a brief period between November 1986 and February 1987. 1n addition, the Department issued numerous consultative documents to both the unions and members of the work forces.
Since vesting day, 6 April 1987, the responsibility for consultation has rested with the dockyard contractors.
