Mr. Dicks

To ask the Secretary of State for Foreign and Commonwealth Affairs what criteria he uses in deciding whether, and in what form, to make representations to foreign Governments about racial discrimination suffered by their citizens; if he will specify how these criteria have been applied in the recent conduct of the United Kingdom's relations with (a) South Africa and (b) India; and if he will make a statement.

The criteria used are fully consistent with our own policy, practice and international legal obligations, and distinguish appropriately between countries whose Governments practise policies of racial discrimination and those like India where it is illegal.
