§ Mr. Ridley[holding answer 17 March 1988]: My right hon. Friend the Chancellor of the Exchequer placed in the Library of the House in February copies of the paper entitled "Private Finance in Public Expenditure" which was prepared by the Treasury for the civil engineering economic development council and which includes the so-called Ryrie rules as an appendix. The principles set out in that paper relate to the use of private finance in the public sector generally, including local authorities.
