(2) if, arising from the finding of a survey by the National Deaf Children's Society, details of which have been sent to him by the society, that many health authorities are failing to discharge a statutory duty to newly diagnosed hearing-impaired children under the Education Act 1981. he will now issue guidelines drawing the attention of health authorities to their duties under the Act.
