To ask the Secretary of State for Social Services what representations his Department has received from Dr. Adrian Stokes, chairman of the executive committee of the Royal Association for Disability and Rehabilitation, about disregarding savings of mobility allowance for the purposes of income support; what reply he has sent; what action he is taking; and if he will make a statement.

The Department received a letter from Dr. Stokes and I have replied that the normal capital rules will apply to savings of mobility allowance. This means that up to £6,000, equivalent to five years' savings at the current rate of mobility allowance, can be held without disqualifying a person from receiving income support. I have said elsewhere that I am prepared to look at any particular case of difficulty.
