To ask the Secretary of State for Education and Science what would be the cost, for 1988–89, of deeming all students as independent, at the age of 21 years instead of 25 years, for the purpose of calculating maintenance awards.

Approximately £90 million, on the basis of the Government's latest projections of student numbers and assuming that the age distribution remains broadly unchanged.
