§ Mr. AshleyTo ask the Chancellor of the Duchy of Lancaster (1) what co-ordinating machinery he intends to establish to ensure that full account of the needs of disabled people is taken in all plans concerning the revitalisation of the inner cities;
(2) how he plans to ensure full access provision for disabled people in the revitalisation of the inner cities when new buildings are erected and existing buildings refurbished;
(3) which disability organisations have made representations concerning his plans for revitalisation of the inner cities; and what replies he has sent.
§ Mr. Kenneth ClarkeI have received representations from the Royal Association for Disability and Rehabilitation (RADAR) concerning plans for inner city regeneration, stressing the need for inner city development to take account of the needs of the disabled and the important contribution they can make. RADAR has set out its views in a paper "Disabled People and the Inner Cities" which has been circulated to Departments' regional offices and the Government's city action teams and inner city task forces which are responsible for supporting initiatives and projects at local level. The Government take account of the needs of the disabled in planning development projects in which they have an interest and 383W several Departments, including the Departments of the Environment. of Health and Social Security and of Transport are in regular touch with disability organisations. Their needs are also reflected in the provisions on access for disabled people contained in building regulations. I have no plans to set up separate co-ordinating machinery.
