§ Mr. Chris PattenThe full implications of the Bill are not yet clear, but we would deplore legislation which sought to restrict the flow of aid funds from abroad. We have already made our views clear to the South African Government both bilaterally and through representations made jointly with our European partners. We will go on doing all we can to ensure that aid for black South Africans continues.
