To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment he has made of the extent to which and the ways in which the provisions of the Promotion of Orderly Internal Politics Bill now going through the South African Parliament would affect the funding of activities in South Africa through the British aid programme in respect of both bilateral and multilateral aid; and if he will make a statement.

The full implications of the Bill are not yet clear, but we would deplore legislation which sought to restrict the flow of aid funds from abroad. We have already made our views clear to the South African Government both bilaterally and through representations made jointly with our European partners. We will go on doing all we can to ensure that aid for black South Africans continues.
