To ask the Secretary of State for Transport whether he will introduce legislation to require rear seat belts to be installed in all new passenger cars.

The Road Vehicle (Construction and Use) Regulations were amended in 1986 to require all cars first used from 1 April 1987 to be fitted with adult seat belts or child restraints of an approved type.

Rear seat belt anchorages have been obligatory on all new cars first used from 1 April 1982.

The seat belt amendment Bill introduced by my hon. Friend the Member for Cheadle (Mr. Day) was given its Third reading on Friday 13 May.
